A Recognition for High-quality Development of Grain Produce at the Height of a New Era

本文从新时代基本特征出发，深入阐述推进农业粮食高质量发展的必然性和必要性，即“五大需求”；农业粮食高质量发展的主要特征，即惠民性、特色性、创新性、融合性、动态性和生态性等“六性”。文章有独见性地提出建立具有本质性、趋势性、长远性意义的、衡量农业粮食高质量发展的指标体系，即“十项反映”。文章最后着力阐述推动农业粮食高质量发展的必要措施：一是贯彻落实“五大发展理念”是必要主导；二是坚持质量兴农绿色发展是必然主题；三是深化供给侧结构性改革是必守主线；四是实施创新驱动战略是必由主径；五是加强政策保障体系是必备主策。

Starting from the basic characteristics of the New Era, this article e- laborates the necessities to promote a high-quality development of grain produce, which is known as the Five Demands. The main features of such development are beneficial to the people, uniqueness, innovation, integration, dynamics and ecology. It also pro- poses originally the establishment of an index system that could measure such develop- ment with the significance in its nature, tendency and the long-term prospect, i.e. the Ten Reflection. Conclusively, the paper points out the necessary measures to improve this development. First, the essential lead is to thoroughly implement the Five De- velopment Ideas. Second, the requisite topic is to insist on benefiting farmers by improving grain quality and promoting eco-friendly development. Third, the principle is to deepen the Supply Side Reform. Fourth, the path is to carry out innovation-drive strategy. Fifth, the major subject is to promote substantial economy of grain produce. Sixth, the vital strategy is to strengthen the safeguard from policies.
