城市共享单车监管体制的整体性治理创新研究 被引量：36

摘要 越来越多的中国城市引入了共享单车,虽可解决城市公共交通"最后一公里"难题,但也带来大量社会棘手问题,现有研究对此鲜有关注。运用整体性治理理论进行剖析发现,目前我国城市共享单车监管体制存在"监管职权碎片化""政策目标冲突性""部门边界模糊性"等问题。为解决这些跨界性与监管体制"碎片化"之间的紧张关系等棘手问题,据此提出"整合治理结构""推动共治共享""整合治理工具"三个方面的共享单车监管体制整体性治理的三位一体创新路径。
