城市造林工程中“复合身份”农户的满意度评价——基于北京平原造林工程的征地农户调查

Satisfaction Evaluation of Farmers with “Compound Identity” in Urban Afforestation Project: A Survey of Land-Expropriated Peasant Households Based on Afforestation Project in Beijing Plain

城市造林工程中存在一个特殊的群体——拥有"复合身份"的农户(农地流转的交易者+林业生态外部性的直接消费者),研究"复合身份"农户的满意度对城市造林工程的可持续经营和利用具有重要意义。通过构建5个维度24个评价指标体系,采用模糊综合评价法对北京平原造林工程征地农户的满意度进行测评。结果发现:农户的总体满意度值为65.825,处于"一般满意"状态;管护效果满意度>补偿效果满意度>生态效益满意度>社会效益满意度>经济效益满意度,在一定程度上表明了"复合身份"特征使得农户表现出在"经济补偿"得到有效保障后,其满意度会聚焦到对林业生态工程外部性的期待上。这是城市造林工程中农户满意度与一般林业生态工程农户满意度评价的重要区别之一。

There is a special group in urban afforestation project-farmers with ＂compound identity＂,i.e.,as a trader in land circulation and a direct consumer outside forestry ecology engineering,studying the satisfaction of farmers with ＂compound identity＂is of significance for the sustainable management and utilization of urban afforestation project. Based on the construction of a system with 5 dimensions and 24 evaluation indexes,fuzzy comprehensive evaluation method was used to evaluate the satisfaction of farmers in Beijing plain afforestation project. The results showed that the overall satisfaction value of farmers was 65. 825,which was only in the state of ＂general satisfaction ＂. The order was as the management effect 〉compensation effect〉 ecological benefits〉 social benefits 〉 economic benefits,indicating that at a certain extent,the feature of ＂compound＂identity made the satisfaction degree would focus on the expectation of forestry ecological engineering externality only after the ＂economic compensation＂was effectively guaranteed,which was major difference of farmers＇ satisfaction between in urban afforestation engineering and in general forestry ecological engineering.
