铁路公安机关“网上追逃”的实践与思考

Practice and Reflection on Railway Police's Cyber Pursuit

本文总结了铁路公安机关在追逃斗争中暴露出的一些问题:一是利用铁路流窜的逃犯日益增多,常规的查缉方法不能适应斗争需要;二是逃犯的生存空间不断扩大;三是经费匮乏制约追逃工作的开展;四是配合协调不够,削弱了整体合力;五是上网逃犯信息质量不高,存在问题较多。对如何在新形势下开展好追逃工作,本文提出了以下几点措施:（1）加强组织领导,树立长期作战的思想;（2）突出站车重点,进一步发挥网上作战的优势;（3）提高科技含量,实现追逃工作信息化;（4）抓好暂寄住人口管理,消除逃犯的生存空间;（5）建立健全协作制度,发挥整体作战的效能;（6）综合运用各种手段,扩大追逃工作成果。

This paper generalizes several problems exposed in the railway police's pursuit of escaped criminals: 1. Regular pursuing tactics have been dissatisfying since escaped criminals fleeing by the rail are increasing;2. Escaped criminals' living space is expanding; 3. Pursuing work has been limited by the lack of funds;4. The police's common effort has been weakened by inadequate coordination; 5. The cyber information about escaped criminals is of poor quality with many problems. As to how to carry out the work of pursuing, this paper proposes its advice: 1) strengthen organizational leadership and foster a thought of a long - term fight; 2) stress the mainpoints-stations and trains-and further develop the advantage of cyber fight;3)increase high-tech content and promote IT forthe work of pursuing;4)pay attention to the administration of temporary inhabitants to eliminate escaped criminals' living space; 5) found and improve the system of coordination to develop the fighting efficiency of the whole; 6)comprehensively use various methods to enlarge the achievement.
