In the modem society, any social organization needs to well handle the inner and outer public relations, which are closely related to its developmet, so as to establish its gcnd image. To devote great attention to the function of proprieties for public relations and develop it is very important for the establishment of police image. This paper discusses the function, principle, meaning and cultivation of the proprieties in the work of police public relations. It proposes that public relations are an art of creating images. The people' s police's outer behavior and performance formulate its figure and position in the people's mind, as well acquire the people's trust and support. All of them compose the police's image. The proprieties for public relations is just the starting point of the art of establishing the image.
