摘要
西南民族地区教育发展不均衡,教育成就相对较低,经济建设因人才动力不足而显示出西南地区贫困的独特特点。西南民族地区扶贫的前提和核心是扶智,当下教育扶贫普遍采用的消费扶贫、"非生产性扶贫"和教育援助并没有把教育"以人的思想观念塑造、知识传递、能力提升、素质培养"的功能在扶贫工作中进行有效发挥,导致教育扶贫成效不佳。该文通过广泛的田里调查和GIS分析发现"互联网+"与传统行业转型升级,助推了传统教育的在线化、数据化、全纳化转型升级,对西南民族地区因教育投入、人才的单向流动、教育输出与地方需求失衡的问题实现有效弥合,为西南民族地区以教育发展为先导的"造血式"扶贫带来了契机。文章结合西南民族地区资源、经济、文化、人口特征,探索实现该地区全面脱贫,如何正视人口在互联网经济下的教育、技术、理念的需求,充分利用互联网教育资源引导各级各类教育在"互联网+"中找到人才培养与"内生式"学习的着生点,用教育突围脱贫。
Because of the imbalanced education,poverty in southwest minority areas shows as a shortage of talents lead to a low economic development.Commonly,the current policies of poverty alleviation are consuming, non productive action and education aid which are not put forward the function of teaching.achieved a poor effects from education poverty alleviation work.By field-work and GIS analysis, it was found that Internet Education Transformation achieving the educational development as "hematopoietic" poverty alleviation.met an opportunity for southwest national area.Combined with the characteristics of resources, economic, culture and demographic in southwest national area, it is the best way that exploring the educational advantages of"internet +" to improve the personal training and form endogenetic learning to alleviate poverty completely in southwest minority areas.
