从资源配置视角看我国城乡格局的演变

Evolution of Urban-Rural Pattern in China from the Perspective of Resource Allocation

无论是传统中国还是现代中国,城市和乡村关系的不均衡性始终存在。财政、人力等资源在城乡间的流动以及城乡政策的设置是透视城乡关系的重要切入点,也会对未来我国的城乡治理格局产生重要影响。从资源配置的视角可以梳理出我国城乡关系的演进过程。当前,在国家治理现代化进程中科学地配置城乡间的资源,一方面要加大向农村地区的资源倾斜,另一方面也要立足于城乡社会的现实需求,充分挖掘城乡社会中蕴藏的内生性治理资源,以此为基础在城乡间设置有所差异的治理体系,构建新型城乡关系。

The imbalance has always existed in the urban and rural relationship in both traditional and modem Chinese society. The flow of financial, human and other resources between the urban and rural areas, along with the relevant setting of policies, can shed light on the urban and rural relations, which will also impact the urban and rural governance significantly in the future. The evolution of urban-rural relations in China can be observed clearly from the perspective of resource allocation. In the modernization process of national governance, scientific allocation of resources between urban and rural areas involves improving the resource inclination towards the rural area while fully exploiting the inherent governance resources in the urban and rural society on the basis of current demands of urban and rural societies. Only with this basis can the differentiated governance systems be set up for urban and rural areas so as to build a new type of urban-rural relation.
