住房是民生问题,也是政治问题和经济问题。新加坡组屋政策堪称世界典范。组屋政策体现了居住的本质属性,同时被政府赋予政党竞选、社会稳定、国家认同、种族融合、社区建设、城市开发、经济发展等多重意蕴。政府通过组屋政策很好地解决了各类社会问题,履行了社会管理职能。住房作为生活必需品,其首要属性是居住属性而不是经济属性。我国政府应结合国情,学习研究新加坡成功经验,为中国住房市场的长期健康有序发展提供有益的借鉴。

Housing is a livelihood issue, as well as political and economic issues. The HDB flats policy in Singapore can be regarded as a model of the world. While embodying the essential nature of residence, this policy has been endowed by the government with several implications of political party election, social stability, national recognition, ethnic integration, community construction, urban development and economic development. The government has solved all kinds of social problems by the HDB policy while fulfilling its social management function. As a kind of daily necessity, housing is chiefly to live rather than to develop economy. Taking into account China＇ s national conditions, the government of China is suggested to learn from the successful experience of Singapore, providing useful reference for the healthy and orderly development of China＇ s housing market.
