沈阳市乡村振兴战略及其乡村旅游发展研究

The Rural Revitalization Strategy of Shenyang City and Its Rural Tourism Development

党的十九大报告提出乡村振兴战略,并提出乡村振兴战略总要求:"产业兴旺、生态宜居、乡风文明、治理有效、生活富裕",沈阳市为贯彻落实乡村振兴战略,应当因地制宜,把发展乡村旅游作为实施乡村振兴战略的重要突破口。本研究着重分析乡村振兴战略背景下沈阳市乡村旅游现状,从功能定位归纳沈阳市乡村旅游业态模式,可细分为农业观光型、风情民俗型、参与体验型、康乐保健型、休闲度假型和科普教育型六种模式。从供需结构、时空发展、文化体验、参与主体和治理体制五个维度总结沈阳市乡村旅游发展创新的短板,并根据乡村振兴战略总要求,结合沈阳市乡村旅游发展实际,从系统协调、发展路径、治理模式和主体引导四个方面提出沈阳市乡村旅游补齐短板的对策建议,以期实现激发创意、激通渠道和激活要素,为推动沈阳市乡村旅游良性可持续发展提供参考。

the 19th National Congress of CPC put forward the strategy of rurat revltanzauon, me ge~,c,a~ ,~q of which are ＂prosperous industries, livable ecology, civil ethos, effective governance and rich life＂. In the implementation of the national rural revitalization strategy, Shenyang City should choose rural tourism as an important sally port according to the local actual situation. This paper focuses on analyzing the current situation of the Shenyang rural tourism in the background of the rural revitalization strategy. It summarizes the industrial patterns of the Shenyang rural tourism from the perspective of function orientation as the types of agricultural sightseeing, folk custom, participation and experience, health care, leisure and relaxation, and science popularization education, points out the disadvantages of the Shenyang rural tourism from the aspects of the structure of supply and demand, the change of time and space, the experience in culture, the subject of participation and the system of governance, and tables proposals of eliminating the disadvantages of the Shenyang rural tourism according to the general requirements of the rural vitalization strategy and the actual situation of the Shenyang rural tourism in the respects of system coordination, development way, governance pattern and subject guidance, in the hope of inspiring creativity, opening channels, activating elements and thus promoting the benign and sustainable development of the Shenyang rural tourism.
