边境城市的建设用地集约利用评价——以凭祥市为例

Evaluation on Utilization Intensive Status of Construction Land in Border City——A Case Study of Pingxiang City

受地理区位、对外经贸与文化交流等影响,边境城市的发展特征及土地集约利用状况具有其特殊性。以广西壮族自治区所辖的中越边境城市凭祥市为例,利用2014年城市中心城区的城镇土地利用数据,按照聚集特征划分了居住、商业、工业、行政办公和其他等5类功能区64个,建立了每类功能区的建设用地集约利用评价指标体系,采用多因素综合评判模型进行了综合评价。结果表明,凭祥市中心城区的建设用地以中度利用和低度利用为主,集约利用的功能区为14个,仅占总面积的6.38%,主要是城市历史发展过程中无序的土地利用造成的。根据边境城市的社会、经济发展特点和需求,认为凭祥市的土地利用强度改造潜力较小,城市化发展方向应该是在保持土地较低利用强度的基础上优化空间组团布局。

In the border city,development characteristics of urban region and intensive status of land utilization are different from those inland cities because its special geographic location and external exchange of economy trade and culture.In this paper,we took Pingxiang City as an example to evaluate its intensive status of construction land utilization.After dividing the urban center into 64 functional areas including residential,commercial,industrial,administrative and other types based on the clustering characteristics of land use in 2014,we established eva-luation index systems for each functional area type and calculated land use intensive index of each functional area by multi-factor comprehensive evaluation model.Results illustrate that intensive status of construction land are mainly in moderate or low level in Pingxiang City.The functional areas of intensive use are 14,and there are only 6.38% of land use area,which are resulted from disorder land use in the process of urbanization.According to the characteristics and needs of social and economic development in border city,this paper argues that optimizing the space layout with maintaining low intensity of land use should be the direction of urbanization development in Pingxiang city.
