民族高等教育是随着民族政策和民族区域自治制度的实施,以及高等教育的自身规律而蓬勃发展起来的。在整个教育政策活动过程中,作为价值主体的民族高等教育要满足或基本满足的价值需求就是教育公平。教育公平不仅体现在少数民族平等接受高等教育的权利,也是法律平等和事实平等的理想典型。它是民族高等教育的根本目标和重心选择,也是保障和促进少数民族高等教育发展、协调妥善处理区域性和民族性关系的必要选择和必由之路。

The development of Ethnic higher education is by with the implementation of national and ethnic regional autonomy policies,as well as the higher education itself development.And in the process of education policy activities,as a main value body,the national higher education needs to meet the basic value of fairness,or in some extent.Educational fairness not only embodies the rights for minority to receive the higher education fairly,but also is the ideal model of equal law and fact.It is the basic goal and important choice for national higher education,and the necessary choice and only way to ensure and promote the development of higher education,to coordinate and to properly deal with the relationship between the ethnic and national regions.
