区域科技资源共享平台发展动力机制研究

Research on the Dynamic Mechanism of Regional Science and Technology Resource Sharing Platform Development

区域科技资源共享平台是"国家科学技术创新工程"的重要载体。基于区域科技资源共享平台的定位,识别其发展要素,构建了平台发展的概念模型,揭示了平台发展的机理。分析"激发动力—耦合动力—积累动力"的形成过程,确定了平台发展的源动力、助动力、旋动力3种动力机制,提出加强制度建设、科技资源集成、共享需求集成以及完善共享体系4个促进平台发展的对策建议,为区域科技资源共享平台服务模式创新提供参考和借鉴。

Regional science and technology resource sharing platform is an important carrier of national science and technology innovation project. Based on the positioning of regional science and technology resource sharing platform, this paper identifies its de- velopment elements, constructs the concept model of the platform development, and reveals the mechanism of platform develop- ment. The forming process of ＂motivation-coupling power-accumulation power＂ is analyzed, and the three dynamic mechanisms of platform development, namely source power, assisting power and spin power are defined. The countermeasures and suggestions of strengthening the system construction, science and technology resources integration, sharing demand integration, and improving the sharing system are put forward. The paper provides references for the service mode innovation of regional science and technology resources sharing platform.
