Research on the Characteristics of Open Government Data of Canada and the Implications

[目的/意义]对加拿大政府开放数据的研究旨在为推进我国的政府开放数据提供借鉴,从而深化开放数据理论与实践的发展。[方法/过程]以文本分析与案例研究的方法对加拿大政府数据的政策、报告以及网站内容进行解析,总结其开展开放数据实践的主要特点,分析其优势与不足,并为我国的政府开放数据提出启示。[结果/结论]研究发现,加拿大的政府开放数据主要从规划、数据门户建设、指南以及数据开发4个方面展开,借鉴加拿大的实践,提出我国应当基于政府建设与社会发展框架布局开放数据、提供保障性指导、构建多维度协作机制、建设国家开放数据门户。

[ Purpose/significance] The research on open government data of Canada aims to provide references for open gov- ernment data in China, thus deepening the theoretical and practical development of open data. [ Method/process ] Using text anal- ysis and case study, the paper investigates into policies, report and data portal of government data in Canada, summarizes the main characteristics of the open government data practice, analyzes its advantages and disadvantages, and proposes the implications for China＇ s open government data. [ Result/conclusion ] The study shows that practice of open government data in Canada mainly involves with plan, data portal construction, direction, and data exploration. The paper proposes that open government data in Chi- na should include open data design within the framework of government construction and social progress, support guidance, multi- dimensional collaboration mechanism, and national open data portal.
