Agricultural Productive Service Industry:The Third Momentum in Chinese Agricultural Modernization History

改革开放以来,小农户与现代农业联接机制创新动能有三次,前两次分别为农业产业化和农民合作社,目前的农业生产性服务业可视为第三次。农业生产性服务业能够同时解决小农户对接大市场和机械替代人畜力问题。农业生产托管是农业生产性服务业与小农户的主要联接机制。加快农业生产性服务业发展需要着力解决制约因素,从人才、技术、资本、耕地、行业管理等方面采取切实可行措施。

Since the reform and opening-up,there are three waves of innovations in connecting smallholders and modern agricultural system. The first two are industrialization of agriculture and the establishments of agricultural cooperatives,and the third is the rise of the service sector for agricultural production. This service sector not only addresses smallholders＇ problem of marketing their products but also can meet their demand for agricultural mechanization. The trusteeship of agricultural production is the main mechanism to connect agricultural service sector and smallholders. Measures dealing with human capital,technology,capital,land,and administrations are needed to speed up the development of the agricultural service sector.
