煤矿建设项目申请报告编制要点分析

Key points analysis for preparation of coal mine construction project application report

基于国家发展改革委2017年4月下发的《国家发展改革委关于发布项目申请报告通用文本的通知》(以下简称《新版文本》),分析了《项目申请报告通用文本》新老版本的主要差别。并根据笔者多年的编制与评审经验,提出了目前项目申请报告编制中存在的主要问题,针对存在的问题给出了项目申请报告编写的几点体会与建议。

Based on the National Development and Reform Commission＇s Notice on the Issuance of a Common Text of the Application Report for Projects issued by the National Development and Reform Commission in April 2017（ hereinafter referred to as the ＂new edition text＂）,the new edition text and the old text of ＂Common Text for Project Application Reports＂are compared,and the main differences are analyzed. According to the author ＇ s many years of experience in preparation and review,the main problems in the preparation of current project application report are proposed,and some suggestions are provided aiming at the existing problems for the preparation of project application report.
