Mid-term assessment report of Malaria Elimination Action Plan in Hubei

湖北省属不稳定性间日疟流行区,是全国疟疾流行的重疫区之一。经过几十年的不懈努力和积极防治,疟疾流行得到了有效控制。2010年,湖北省启动了消除疟疾工作,2010—2016年完成"三热"病人疟原虫血检2 135 067人次,诊断后24 h内报告率保持100%,2012年以来所有病例均为实验室确诊病例,3 d内完成流行病学个案调查和7d内完成疫点处置,有效的避免了二代病例出现;全省共培训疟疾防治人员、临床医生及检验人员共82 485人次。湖北省利用各种方式开展疟疾知识宣传活动,全省累计发放各式疟疾健康教育材料4 185 906份。中期评估结果表明湖北省实现了消除疟疾阶段性目标,湖北省自2013年起无本地感染病例,全省95个县和14个市顺利通过了消除疟疾考核评估,但面临输入性疟疾病例威胁,提示要加强输入性疟疾管理,维持疟疾监测能力,巩固已取得的消除疟疾成果。

Hubei Province was an unstable malaria transmission area, and was one of the provinces in our country with severe malaria epidemic in the history. After several decades＇ prevention and control to malaria, the malaria prevalence has been effectively controlled in Hubei. In 2010, Malaria Elimination Action Plan （2010-2020） was initiated in Hubei. Between 2010 and 2016, 2 135 067 fever patients received blood smear tests, and all the cases were reported to network within 24 hours. Since 2012, all the cases have been laboratory-confirmed, epidemiological investigated within 3 days, and the foci disposed within 7 days, so as to effectively prevent the occurrence of secondary cases. A total of 82 485 person-times （including malaria control personnel, clinicians and microscopic inspectors） were trained, the province has made use of various ways to carry out malaria health education activities, distributed a total of 4 185 906 health education materials. The Mid-term assessment proves that malaria elimination has made a great process in Hubei Province, no indigenous malaria cases were reported in this province since 2013. The assessment of malaria elimination was successfully completed in 95 counties and 14 cities. Hubei Province faces new challenges, such as an increase in the number of imported malaria cases. The priorities for malaria elimination should include better management of imported malaria cases and ensuring the sustainability of malaria surveillance in order to further consolidate the achievements of malaria elimination.
