Track-II Diplomacy Promotes the Implementation of the B&R Initiative in Africa

在"一带一路"倡议的初期规划中,非洲的定位并不明确。中非间的"二轨外交"最早对这一问题进行了关注,并推动其不断"议题化"。2015年中非合作论坛约翰内斯堡峰会召开后,"一带一路"倡议正式推向非洲。根据"一带一路"倡议以及中非全面战略合作伙伴关系的总体要求,发展战略对接将是近一个时期中非合作的宏观方向。中非"二轨外交"可以在这一进程中继续发挥无可取代的重要作用,即在理念、文化上寻找"一带一路"倡议在非洲的聚焦点和契合点,推动"一带一路"倡议的"非洲化"。

In the initial planning ofthe B＆R Initiative, Africa was not clearly positioned. Track-Ⅱ diplomacybetween China and Africa paid attention to this problem, and promoted it to be a political issue. After Johannesburg Summit of FOCAC 2015, the B＆R Initiative was formally implemented in Africa.According to the overall requirements of the B＆R Initiative and comprehensive strategic partnership between China and Africa, the docking of development strategy between China and Africa is the macro direction of Sino-Africa cooperation in the future. Track-Ⅱ diplomacy between China and Africa will play a significant role in the process： it may help to search for the concept and cultural focus between the B＆R Initiative and Africa＇s development, and make it more Africa oriented.
