摘要
随着人们对健康生活的日益关注,蔬菜成为了居民健康饮食必不可少的一部分,而对蔬菜给予补贴对保障蔬菜供给、稳定价格、保护农民利益、促进食品安全及发展现代农业等方面具有重要意义。运用DEA和Malmquist指数对2011—2015年上海市7个区蔬菜补贴数据进行测算,研究表明:蔬菜补贴政策效率无效是由技术效率和规模效率无效造成的,其中规模效率无效是主要的原因;并且各区补贴规模与生产规模存在一定的不匹配现象;蔬菜补贴的Malmquist生产率年均降低,主要是因为技术水平的落后和规模补贴不合理造成的。据此提出各个地区应根据蔬菜产业发展实际情况,简化程序提升技术手段,加快信息化建设,提高补贴效率优化补贴制度,改进技术推动生产多样化,合理调整补贴规模。
As people are paying more attention to healthy living, vegetables have become an essential part of the healthy diet of residents, and subsidies are of great significance in ensuring the supply of vegetables,maintaining stable vegetable price, protecting the interests of farmers, promoting food safety and the development of modern agriculture and so on. Therefore, we use DEA and Malmquist index to calculate thevegetable subsidy data in seven districts of Shanghai from 2011 to 2015. We find that the inefficiency ofvegetable subsidy is caused by the technical inefficiency and the scale inefficiency, among which theinefficiency of scale is the main reason. And there is a mismatch between the size of subsidies and productionscale. The average annual rate of Malmquist productivity is reduced, mainly because of the backwardtechnology level and unreasonable scale subsidies. According to these results, it is suggested that all regionsshould simplify procedures to upgrade technical means, accelerate information construction, improve subsidyefficiency to optimize subsidy system, improve technology to promote the diversification of production and reasonably adjust subsidy scale according to the actual circumstance of the vegetable industry development.
