当前扶贫开发上升为治国理政的重要部分,精准扶贫、精准脱贫成为扶贫开发的基本方略,只有精准扶贫才能保障全面建成小康社会。2013年习近平总书记首次提出精准扶贫概念。2014年通过制度部署精准扶贫得以全面启动。2015年精准扶贫明确作为扶贫开发基本方略上升到国家战略高度。2016年精准扶贫作为＂十三五＂规划内容,得以深度推进。2017年精准扶贫向深度贫困地区挺进。在一系列制度保障下,中国精准扶贫事业大步推进,为脱贫攻坚打好坚实基础。
