摘要
生态保护与建设是实现区域经济发展与生态环境相协调的基本途径之一。总结近年来云南省生态保护与建设成效,综合分析当前存在的生物多样性保护形势严峻,森林生态服务功能不强,人与野生动物冲突加剧,湿地污染威胁日趋严重等问题。藉此,提出强化监测预警和防控体系,抵御有害生物入侵,坚持实施天然林保护和退耕还林工程,完善保护体系,加大生物多样性保护力度,拓宽野生动物肇事补偿资金投入渠道,推进绿色发展等对策及建议。
Ecological protection and construction is one of the basic ways to realize the coordination be- tween development of regional economy and ecological environment. The effects analysis of ecological protection and construction in Yunnan Province found that biodiversity conservation was in in grave diffi- culties with poor forest ecological service function, intensified conflict between people and wildlife and se- rious wetland pollution. This paper put forward countermeasures to strengthen the monitoring and early warning system and the prevention and control system, prevent from pests＇ invasion, implement the natu- ral forest protection and grain for green project, perfect the protection system, intensify the protection of biodiversity, broaden the fund channels of compensation for the wildlife accident, and promote green de- velopment.
