基于灰色系统的安全风险溶洞理论探究

风险管理是安全管理的核心,风险是客观存在的,对风险的认知程度和防控水平的高低对有效预防各类事故发生至关重要。风险存在于系统之中,有的被认知,更多的没有被认知或认知模糊。随着系统要素的增减,系统风险是不断变化的,但风险也是可以预测和防控的。基于灰色系统理论提出了安全风险的溶洞管理理论,有助于对风险客观存在性、潜在性和可认知性的理解与认识,有利于增强风险防控意识,有利于风险防控措施的制订。

Risk management is the core of safety management and risk is an objective reality. The cognition degree and control level of risk are crucial to effective prevention of all kinds of accidents. Risks exist in the operating system,some of which are cognized,and more are not cognized or blurred. With the increasing and decreasing of system elements,the system risks are constantly changing,but the risks can be forecast and controlled. Based on the grey system theory,this paper proposes cave theory in the safety risk management. It will help to understand and cognize the objective existence,potential and perceptibility of the risks and strengthen the consciousness of risk prevention and control,and help to establish the risk prevention and control measures.
