基于ISM的海绵城市建设项目的风险管理研究

Research on Project Risk Management of Sponge City on ISM

从生态、经济、社会三个维度分析影响海绵城市建设的风险因素并建立解释结构模型(ISM),探讨各因素的内在结构及逻辑关系。结果显示:9个因素相互关联,构成四层级的因素分级结构。L1中目标把控失误风险、海绵体空间布局失谐风险、地域差异性失调风险是表层直接影响因素;L2中市场竞争失序风险、跨部门合作风险、L3中的融资与债务风险、政府决策风险、公众参与风险是中层间接影响因素;L4中系统性金融风险是深层根源影响因素。在此基础上,提出风险管控的对策建议。

This paper tries to find out the sources of risk in constructing sponge city projects from the three dimensions,including ecology,economy and society, and establishes the Interpretative Structural Modeling （ISM）.We also analyzes the relationship between inherent structure and logic of construction risk.The result shows that there are nine factors are interrelated,which constitute the four level depended on their influence,there are some direct factors to influence surface：the risk in how to control mistakes,the risk in disharmonyof spong city ＇ s space and inbalance of different region. Market competition disorder risk,cross - sector cooperation risk,local government financing and debt risk,government decision-making risk,public participation risk is middle indirect influencing factors;Systematic financial risk is the underlying factor.On this basis,put forward the countermeasures and suggestions of risk control.
