Linguistic Minority Rights and Its History in International Law

目前,受国际法保护的少数人基本权利有少数人的宗教权利、语言权利和文化权利。然而,相比其他两项权利,国际法对少数人语言权利的关注明显不够。因此,有必要深入了解少数人的语言权利,并且梳理其在国际法的发展历史,目的在于证明少数人的语言权利不是国际法的新生事物,而且具有受国际法保护的正当性。

There are three kinds of minority rights that are precisely protected by international law,which are religious minority rights,linguistic minority rights and cultural minority rights. However,comparing with other two kinds of rights,linguistic minority rights attracted less attention in international law. It is necessary to explore the nature of linguistic minority rights and its development history in international law. The aim is to verify linguistic minority rights is not a newborn right and has the justification to be protected in international law.
