摘要
广西是我国红树林主要分布省份之一,在保护红树林方面,广西加大了科学研究力度、积极建设自然保护区和湿地公园、积极推进法律制度建设,但仍存在法律制度不健全、缺乏系统性等问题。对此,应明确保护理念与原则、明确权属与职责,构建公民参与制度与生态补偿制度,将科研成果落实到法规之中,做到法律法规与政策的协调,切实保护好红树林。
As one of the major provinces in which mangrove is distributed, Guangxi makes greater efforts on scientific research, construction of nature reserves and wetland gardens, and pursuit of legal system construction in terms of mangrove protection. However, legal system remains defective and unsystematic. Accordingly, efforts should be made to clarify protection ideas and principles, ownerships and responsibilities, construct citizen participation system and eco-compensation system, implement laws and regulations in scientific achievements, and coordinate laws and regulations with the policies so as to practically protect mangrove in Guangxi.
