On the Changes in Crowd Gathering and Risk Prevention and Control under the New Media Environment

新媒体环境下的聚众活动与传统的聚众活动相比,在动员、主体、空间、内容、影响力等方面发生巨大变化,给社会治安带来了新的挑战。发挥网络聚众的正面作用,积极传播正能量,防控网络聚众可能引发的社会治安问题,需要有关部门转变社会治理理念、落实新媒体网络平台的责任、提高公民的个人法律意识;需要政府、新媒体平台和公民联合起来,共同承担社会责任,实现在公民参与下的社会协同治理。

There is greater change in new media environment-based crowd gathering than in traditional crowd gathering in terms of mobilization, subjects,space,contents and influence, bringing about new challenges for social public security. Prevention and control of network-based crowd gathering may give birth to problems in social security. It is necessary for related departments to change their concept of governance, implement the responsibility of the new media network platform, improve the citizen individual legal awareness. Efforts need to be made to unite the governments with new media platforms and the citizens, jointly assume social responsibility and realize citizen participation-based social coordinating management.
