安全城市战略背景下公共交通反恐安检问题研究

Research on Public Transport Anti-terrorism and Security Check under the Background of Safety City Strategy

在日益严峻的世界反恐情势之下,安全城市战略受到挑战和冲击,反恐势必成为安全城市建设的核心命题,必须重新认知和确立安全城市的焦点,由传统以防灾减害为内容积极向公共交通领域的反恐预防进行转型。以预防性安检为主要措施的安全城市战略面临效率与安全、人权与安全两大维度的困扰。我国安全城市的构建也面临恐怖袭击的威胁,必须通过强化公民反恐共识,提高反恐安检的法治化程度来解决。

Under the increasingly severe global anti-terrorism situation, safety cities strategy is faced with impact and challenges. Anti-terrorism inevitably turns to be a core proposition in construction of safety cities. We need to renew our cognition and focus of establishment of safety cities, which should be shifted from traditional disaster prevention and relief to public transport anti-terrorism-based prevention. Prevention and security check-based safety city strategy is confronted with obsessions in efficiency and safety, human right and safety. The construction of safety cities also is faced with challenges of terrorist attack, which need to be handled through improvement of the rule of law regarding anti-terrorism and security check.
