公共卫生援外机制及管理现状

Current research on the mechanism and management of public health assistance

目的从人员配置、管理及海外工作生活状况等方面了解我国公共卫生援外机制,为今后开展公共卫生援外工作提供建议。方法选取87名援助塞拉利昂的公共卫生援外人员为调查对象,采用自填式问卷面对面和网络链接填写调查问卷。结果 87名公共卫生援外人员以男性为主,年龄总体偏年轻,专业领域广泛;82人表示有不同程度压力,其主要原因为工作责任和环境陌生;在异国工作生活遇到的困难主要为交通安全问题、不了解当地文化习俗和生命安全;78人表示未来愿意参与到援外工作中。结论保障科学合理的人员配置,加强全面严格的培训,关注派出人员的生理心理健康,开发与时俱进的配套政策,以促进援外工作稳妥有序进行。

Objective To provide advice on foreign assistance in the future,a comprehensive understanding of the mechanism in Chinese public health assistance from the staff composition,staff management,overseas working and living conditions should be achieved. Methods A self-administered questionnaire for 87 public health workers from Sierra Leone via face-to-face survey or network link was performed. Results Most of the 87 workers were male,young and with wide field of expertise. 82 members felt they were under a certain degree of pressure,most were caused by the sense of responsibility and unfamiliar surroundings; the difficulties of working and living in a foreign country were mainly： traffic safety,did not understand the local cultural customs and life safety. 78 people said they were willing to participate in foreign aid work in the future. Conclusion We must ensure scientific and reasonable staffing,strengthen comprehensive and rigorous training,pay attention to the physical and mental health of personnel dispatched,and develop supporting policies that advance with the times,so as to promote the smooth and orderly conduct of foreign aid work.
