地方制度驱动下环境保护标准化管理的探索与实践研究

The Study and Practice of Standardized Management of Environmental Protection Driven by Local Rules and Regulations

环境保护标准是构成环境法体系所不可或缺的一个部分,也是进行环境立法、环境管理的基本依据。地方政府积极响应国家的环保事业号召,结合地方环保实际情况纷纷出台了环境保护相关制度。地方环保制度的实施,极大地推动了我国环境保护标准化管理事业的发展。我国环境保护的标准化建设,应当积极完善地方环境保护相关制度,在地方制度的推动下,充分结合地方环保产业发展及环境保护现状来实行。文章首先分析了我国环境保护标准化管理现状,指出了环境保护标准化中地方环保制度存在的不足,然后结合现有的环保技术、环保产业发展等情况,提出了完善地方环保制度、促进环境保护标准化管理的相关建议,以期为我国的环境保护管理工作提供一些有益借鉴。

The criterion of environmental protection is an indispensable part in environment legal system and also the fundamental basis for environment legislation and management. Local governments have made an active response to the national environmental protection course by working out corresponding rules and regulations and putting them into practice according to the local situations, which has pushed forward the development of standardized management of environmental protection in China. The standardization of the environmental protection in China should be realized by perfecting the local rules and regulations in this aspect and putting them into practice in accordance to the development of local environmental protection industries and the current situation of environmental protection. The paper firstly analyzes the current situation of the standardized management of environmental protection in China and points out its defects. Then it puts forward some proposals to perfect the rules and regulations and push forward the standardized management of environmental protection with consideration of the present environmental technology and the current development of environmental protection.
