我国排污权交易和排污许可证的研究现状和展望

自然资源的环境容量是有限的,在现今这样一个节能环保的大环境下,怎样通过合理的,有效的经济管理手段来切实保护环境,已经成为当今社会的热点话题。中国目前正处于经济发展的新时期,各项经济都在不断转型,环保型经济越来越收到群众的重视,但是地区间的差异仍旧存在,发展不均衡,环保理念也有所差异,这些对我国实施排污权交易起到一定的阻碍作用,但这并不意味着我国难以甚至不能成功施行排污权交易,只有在符合国情的基本条件下,根据经济发展进步的要求,合理颁发排污许可证,对排污权交易施行理论与实际的支援,才会使我国的环境保护行动持久下去。

Only under the basic conditions that are in keeping with the national conditions and in accordance with the requirements of economic development and progress, it is a reasonable issue of sewage permits, The theoretical and practical support for emissions trading will only prolong the environmental protection in our country.
