当前规划环境影响评价遇到的问题和几点建议

Problems and suggestions on current environmental impact assessment of planning

为提高规划的科学性,从源头预防环境污染和生态破坏,促进经济、社会和环境的全面协调可持续发展,根据《中华人民共和国环境影响评价法》《规划环境影响评价条例》,国务院有关部门、设区的市级以上地方人民政府及其有关部门,对其组织编制的土地利用的有关规划和区域、流域、海域的建设、开发利用规划(综合性规划),以及工业、农业、畜牧业、林业、能源、水利、交通、城市建设、旅游、自然资源开发的有关专项规划(专项规划),应当进行环境影响评价。其中编制综合性规划应当根据规划实施后可能对环境造成的影响,编写环境影响篇章或者说明;编制专项规划应当在规划草案报送审批前编制环境影响报告书。近年来我国大力推动规划环境影响评价工作的开展,为从源头预防环境污染和生态破坏、保护生态环境,促进经济、社会和环境的全面协调可持续发展做出了重要贡献,但同时在实际工作中也发现规划环境影响评价存在着一些不足。本文主要对规划环境影响评价的发展现状进行简单阐述,指出当前规划环境影响评价实际工作中主要存在的问题,并针对具体问题提出具体措施,促进规划环境影响评价工作的开展。

In order to improve the scientifcity of planning, prevent environmental pollution and ecological damage from the source, and promote comprehensive, coordinated and sustainable economic, social, and environmental development, according to the “Environmental Impact Assessment Law of the People’s Republic of China” and the “Regulations on Environmental Impact Assessment of Planning”, Relevant departments of the State Council, local people’s governments at and above the municipal level and their relevant departments, relevant plans for land use organized by them, plans for the construction, development and utilization of areas, river basins, and sea areas （comprehensive plans）, as well as industrial and agricultural Special plans （special plans） for livestock husbandry, forestry, energy, water conservancy, transportation, urban construction, tourism, and natural resources development shall be subject to environmental impact assessment. The preparation of a comprehensive plan should be based on the impact that the plan may have on the environment, and prepare an environmental impact chapter or description; the preparation of a special plan should be prepared before the draft plan is submitted for approval. In recent years, China has vigorously promoted the development of planned environmental impact assessments. It has made important contributions to the prevention of environmental pollution and ecological damage from the source, the protection of the ecological environment, and the promotion of comprehensive, coordinated, and sustainable development of the economy, society, and the environment, but at the same time it is actually working. It also found that there are some defciencies in the planning environmental impact assessment. This article mainly elaborates on the development status of the planning environmental impact assessment, points out the major problems in the actual work of the current planning environmental impact assessment, and proposes specifc measures for specifc problems to promote the development of planning environmental impact assessment.
