随着经济社会的进步,我国面临的生态环境形势越来越严峻,更多的环境问题逐步凸显出来,而目前使用的环境监督管理模式存在着诸多弊端,已经不能满足和适应当前监管环境的需要。环境保护相关政府部门应该利用无缝隙组织理论,根据环境问题出现延伸的内在客观性规律,构建其无缝隙环境监督的管理模式。为此,我们做出以下调整,首先整合现阶段环境监管体制和环境监管资源,使其成为以大众为导向的监管模式的可参考依据,做到有法可依、有章可循,并在明确了解环境权的基础上,不断提升公众参与环境保护的力度。

With the economic and social progress, the ecological environment in China is becoming more and more severe, and more environmental problems have emerged. There are many drawbacks to the currently used environmental supervision and management model, which can no longer meet the needs of the regulatory environment. The relevant government departments of environmental protection should use the theory of seamless organization to construct a seamless environmental supervision and management model based on the inherent internality laws of environmental issues. In this regard, we have made the following adjustments. First, we must integrate the current environmental regulatory system and environmental regulatory resources to become the reference basis for the public-oriented regulatory model. We have laws to follow and regulations to follow, and we have a clear understanding of environmental rights. At the same time, increase public participation in environmental protection efforts.
