Practices and policy implications of Germany and Japan's exploitation and utilization of urban mineral

从开发主体、开发内容和开发举措三方面总结了日本和德国开发利用城市矿产的实践经验。比较分析了日本和德国在政府角色、回收方式、管理模式、付费模式、管理监督机构方面存在的差异。认为我国城市矿产的开发利用应借鉴国外的先进经验,倡导多主体社会参与,实施产品全生命周期管理,强化技术创新和基础设施支撑,构建多层次的制度体系。

Urban mineral is the product of industrializa- tion and urbanization. There are many problems in the exploita- tion and utilization of urban mineral in China. This essay sum- marizes the practical experiences of exploiting and using urban mineral of Japan and Germany from the aspects of exploitation subject, content and measures, and compares the difference be- tween Japan and Germany in government role, recycling mode, management mode, payment mode and management supervision institution. It is concluded that China should advocate the multi- subject social participation, implement the product life cycle management, strengthen technological innovation and in- frastructure support and build multi - level system.
