供给侧结构性改革视域下工业转型升级绩效评价研究——以辽宁省为例

Research on Performance Evaluation of Industrial Transformation and Upgrading from the Perspective of Supply Side Structural Reform——A Case Study of Liaoning Province

"新常态"下,以供给侧结构性改革主旨思想为基础构建地方工业转型升级绩效评价指标体系,丰富工业供给侧结构性改革研究具有极为重要的意义。以《辽宁省人民政府关于推进工业供给侧结构性改革的实施意见》为指导,以因子分析方法提出和构建"结构优化与驱动"、"企业产品竞争力"、"绿色生产"等3个一级指标和12个二级指标的衡量体系,对2000—2015年的辽宁省工业转型升级绩效进行综合评价。结果显示,2000—2015年辽宁工业转型升级绩效整体呈上升趋势;在公因子中,结构优化及驱动因子呈平稳上升态势,有效地提升了工业转型升级的绩效;企业产品竞争力因子经历了"四降三升"的过程,成为工业转型升级过程中的最大阻力;绿色生产因子呈不规则震荡态势,年均增长速度最快。值得注意的是,企业产品竞争力因子由2014年的-6.784急剧下降到2015年的-50.908,侧面暴露了辽宁工业企业产品结构无法适应消费结构的变化、企业运营成本较高、企业所有制结构不合理等突出问题。

Under the new normal,it is of great significance to establish a performance evaluation index system for local industrial transformation and upgrading and enrich the research on structural reform of the industrial supply side based on the main idea of supply side structure reform.Under the guidance of Opinions of the People＇s Government of Liaoning Province on Promoting Structural Reform of Industrial Supply Side,this paper puts forward and constructs the measurement system of three first-level indexes,namely,structure optimization and driving,enterprise product competitiveness and green production,and 12 second-level indexes by factor analysis method so as to comprehensively evaluate the performance industrial transformation and upgrading in Liaoning Province from 2000 to 2015.The results show that the overall performance of industrial transformation and upgrading in Liaoning from 2000 to 2015 was on the rise.Among the common factors,the structure optimization and driving factor showed steady rising trend,which effectively enhanced the performance of industrial transformation and upgrading.The factor of enterprise product competition experienced the process of＂four drops and three rises＂,and became the biggest resistance in the process of industrial transformation and upgrading.Green production factor showed irregular oscillation situation,and the annual growth rate was the fastest.It is worth noting that the factor of enterprise product competition dropped sharply from-6.784 in 2014 to-50.908 in 2015,which indirectly reflects various prominent problems,such as the inadaptation of product structure of Liaoning industrial enterprises to changes in consumption structure,higher operating costs,and irrational structure of enterprise ownership.
