摘要
本研究通过对四个省(市)的校长轮岗实践进行调研,发现区域层面的校长任职管理是校长轮岗专业目的达成与否的关键所在。目前,这些区域的校长轮岗交流还是一种传统的领导干部轮岗管理模式。对此,研究从校长人才库的选拔与建立、轮岗校长与学校的匹配、轮岗校长的评价三个方面对轮岗政策背景下的校长任职管理进行了剖析,进而通过引入系统改进中的区域领导力视角,就如何专业地将传统校长任职管理方式与区域教育均衡发展结合起来提出了政策建议。
Based on the research of principal rotation and management practice in four sample provinces(cities), the authors found that principal rotation system is based on traditional rotation and management patterns for leaders of cadre team till now,principal recruitment and management at regional level is the key to success of accomplishing the professional goals of principal rotation. Hence, starting from the establishment of principal talent pool, scientific matches rotating principals and the schools, and the evaluation of the rotating principals, this paper further investigates the principal recruitment and management system under current rotating policies. Therefore, under the umbrella of regional education leadership, the authors put forward policy recommendations on how to optimize the traditional principal rotation and management system to boost the development of balanced education.
