摘要
鼓励学校办出特色,是推动学校内涵式发展、提升变革内生力量的重要政策取向。但政策传导与推行过程因为牵涉到多种利益关系,可能会发生复杂的"损益"现象。借助政策权威与评价工具而强力推行的"一校一特色",是地方教育政策对合理的政校关系的僭越。它可能异化成为师生自主发展的阻滞力量,容易造成对基础教育"基础性"的背离。学校特色建设的实践改进,重要的是深化政校关系改革,凸显"学校作为变革主体和基本单位"的理念,强化教育政策的公共服务和价值引导功能,促进学校个性和特色的积淀、培育和自觉创生。
Encouraging schools to build their own characteristics is an important policy orientation of driving schools' connotative development and improving the endogenous forces of educational reform, and it involves multiple potential value. However, the"one school one characteristic"forced by policy authority and assessment tools is actually an arrogation of reasonable government-school relationship. It may further hinder the autonomous development of teachers and students, and lead to the deviation from the"basic"nature of basic education. As for improving the practices of school characteristic construction, what matters is to deepen the reform of government-school relationship, highlight the idea of "making schools the subject and basic unit of educational reform ", emphasize educational policies' functions of public service and value guidance, and promote schools to accumulate, cultivate and create their own characteristics
