收入分配公正是社会发展的必然要求,与初次分配相比,收入再分配则是由矫正初次分配不公正达到实质公正的重要路径。分配政策制定设计应该遵循维护代际公正、守住伦理公正、坚持激励公正和促进发展公正的基本理念,分别制定相对应的政策内容和政策目标,构建和谐社会总体公正理念引导下新的包容性、普惠性和可持续性政策创新体系。在具体再分配政策决策设计层面,提出了建立公开透明的政策回应决策机制、塑造合作共赢的政策协同管理机制,构建弹性灵活的政策过程调适机制以及完善严密科学的政策评估反馈机制的基本框架。

Income distribution justice is the inevitable requirement of social development. Compared with the initial distribution, income redistribution is an important path through correction of the initial distribution of injustice to substantive justice. The allocation policy formulation design should follow the basic concepts of maintaining inter-generational justice, upholding ethical justice, upholding justice and promoting development justice, and respectively formulate corresponding policy content and policy objectives, and construct a new inclusive, general and sustainable policy innovation system under the guidance of the overall justice of the harmonious society. At the level of specific redistribution policy decision-making, it proposes the establishment of open and transparent policy response decision- making mechanism, the formation of win-win cooperation management mechanism, the construction of flexible and flexible policy process adjustment mechanism and the basic framework of the rigorous scientific policy evaluation feedback mechanism.
