农业转移人口市民化过程需要付出一定的成本,非经济成本是其中的重要组成部分。政府、用人单位、城镇居民、农业转移人口等都需要承担相应的非经济成本,并对农业转移人口市民化产生一定影响。调控非经济成本应从统筹经济成本与非经济成本关系、激发承担主体意识、降低非经济成本风险等方面入手。
