摘要 从环境治理投入责任、环境污染减排责任、生态效益责任和环境治理效果责任4个方面选取指标,并结合2-可加模糊测度构建了领导干部环境责任评价体系,基于2011—2015年浙江省数据对该省领导干部环境责任的履行情况进行评价,发现浙江省在2011—2015年期间,领导干部环境责任履行的评价值虽然呈现上升态势,但评价结果的绝对值较低,有待提高。评价结果表明领导干部提高了对履行环境责任的重视,并加强对环境责任的履行,但环境责任的履行力度依然不足,仍有很大提升空间。建议全面落实最严格的环境保护制度,持续加大环境污染治理的资金投入,以及不断完善领导干部环境责任的相关法规和政策等,以进一步提升领导干部环境责任的履行效果。 The paper selects the indexes from environmental management investment responsibility, environmental pollution reduction responsibility, ecological efficiency responsibility and environmental governance effect responsibility, and combines with 2-order additive fuzzy measures to structure environmental responsibility evaluation system of leading cadres. Furthermore, the paper evaluates the fulfillment of leading cadres' environmental responsibility in Zhejiang Province based on the data from Zhejiang Province in 2011-2015, and discovered that : between 2011 and 2015, the environmental responsibility evaluation values of Zhejiang Province' s leading cadres show an upward trend, but the absolute values need to be improved. Results show that: leading cadres have attached more importance to fulfill environmental responsibilities and strengthened the fulfillment of environmental responsibilities. However, the implementation of environmental responsibilities is still insufficient and there is still much room for improvement. As a consequence, in order to enhance the performance of leading cadres' environmental responsi- bility further, the most stringent environmental protection system should be fully implemented, investment in environmental pollution improvement should be increased and tal responsibility should be perfected.
