摘要
EPC总承包(设计采购施工/交钥匙总承包)合同模式应用普遍。这种承包形式,业主省心省力省资源投入,建设期间承担的风险较小,而承包商的风险则较大。对于大型化工项目EPC总承包造价控制是一项政策性、专业性、技术性很强的工作,需要对建设项目全过程进行细致策划、分解,采取全方位的控制和管理;从工程实践出发,各阶段环环相扣、前后互补,整合各种资源,提高工程造价技术服务水平与质量。文章以江西某有机硅项目为例,分析该大型化工项目情况与特点;从EPC工程总承包角度论述其项目决策阶段和设计阶段、发承包阶段、施工阶段、项目竣工后各阶段工程总承包与造价控制的方法和措施,合同的类型及各项费用结构的划分、费用处理的方法和优势;并提出需要做好工程造价数据库的建立及使用,提高造价工作者专业技术水平,充分发挥工程造价领域的专业知识与技术作用;做好造价控制,是完成费用目标的必要条件,通过动态的全过程、全方位、全要素造价控制;使工程造价始终处于受控状态,是符合工程造价行业发展趋势。
The contract model of EPC general contracting (design purchasing construction/turnkey contracting) is commonly applied n the contract form, the owner saves energy, labor and resources investmenL The risk undertaken in the construction period is lesser while the risk of the contractor is bigger. EPC general contracting cost control is a policy, professional and highly technical job in the large chemical projects. It is necessary to plan and decompose the whole construction project process in details. Comprehensive con- trol and management are adopted. All stages are interlocked and complemented by each other according to the engineering practice various resources are integrated to improve the technical service level and quality of engineering cost. In the paper, an organic silicon project in Jiangxi is adopted as an example to analyze the situation and characteristics of the large-scale chemical project. The gen- eral contracting and cost control methods and measures, contract type and all cost structure division, cost processing method and ad- vantages in decision stage, design stage, general contracting, construction stage and all stages after project completion are de- scribed from the perspective of EPC project general contracting. It is proposed that the project cost database should be established and used, the professional technical level of the cost workers should be improved, the professional knowledge and technical role in the engineering cost field should be fully exerted, cost control should be done, and they are necessary conditions for completing cost ob- ectives. The engineering cost is always controlled in line with engineering cost industry development trend through dynamic whole-process, comprehensive and full-factory cost control
