摘要
混合所有制办学是当前高职院校自身治理体系和治理能力现代化改革的重要策略。依托于明确的产权制度界定和所有制主体划分的理论基础,辅至于产权激励机制的发挥及其功能强化的制度基础,以及相应的"股份制"模式实践的现实基础,激发高职院校混合所有制办学的积极性。但实践中教育公益性的现代学校价值取向与资本逐利性的现代企业价值取向间客观存在的"公私"矛盾长期并存,严重阻碍了我国高职院校混合所有制办学改革的推进。当前而言,高职院校混合所有制办学改革需要立足产权制度改革,以产权制度明晰为抓手,引导高职院校分类型改革,以实现改革的可行性与有效性,并在此基础上借助"委托代理"模式优势互补的作用来实现"公民共舞"和"公私合力"办学之功效,发挥改革的效益性。
Mixed ownership school is considered to be the focus of the important strategies of the current governance system and the modernization of governance ability in higher vocational colleges. Based on the definition of explicit property rights system and the theoretical basis of the ownership,supplemented by the institutional basis of the incentive mechanism and the strengthening of its function,and the actual basis of the corresponding "shareholding" model practice,the enthusiasm of running higher vocational colleges of mixed ownership will be stimulated. However,the long-term coexistence of "public-private" contradiction of the modern enterprise's value orientation in the practice of public welfare is a serious obstacle to the reform of the mixed ownership system in higher vocational colleges in our country. At present,the reform of the mixed ownership system in higher vocational colleges needs to be based on the reform of the property right system,with the clarity of the property right system as the starting point,and guide the reform of the vocational colleges to realize the feasibility and validity of the reform.
