摘要
系统论理论为高校干部作风考核研究打开了一个新的视角。从系统论的视角看高校干部作风考核,要注意把握整体性、联系性、层次结构性、动态平衡性和时序性等原则。考核内容是考核系统的基础,应结合高校干部作风的实际,构建出科学规范、明确具体、易于操作的考核评价指标体系,同时注意指标间的区别与联系。考核主体是考核系统的中心,该主体要是了解干部作风情况的"知情人"。考核主体要多元化,服务对象的参与很关键,不同考核主体要侧重从自己的视角去评价。考核方法是考核系统的纽带,应坚持定性与定量相结合、自评与他评相结合、平时考核与定期考核相结合。考核结果的运用是考核系统的保障。考核结果出来后,要及时反馈,并与干部的切身利益相挂钩,才能切实发挥考核的作用。
The theory of system theory opens a new perspective for the study of the style of college cadres. From the perspective of system theory, we should pay attention to the principles of integrity, connectedness, hierarchy structure, dynamic balance and timing. Is the basis of the examination system, examination content should be according to the reality of the style of cadres of colleges and universities, build a scientific and standardized, specific evaluation index system, specific, and easy to operate at the same time pay attention to the differences and relations between indexes. The subject of assessment is the center of the assessment system. The subject of assessment should be diversified, and the participation of service objects is crucial.Different assessment subjects should focus on evaluating from their own perspective. The assessment method is the link of the assessment system, and the combination of qualitative and quantitative, the combination of self-assessment and his evaluation,and the combination of normal assessment and regular assessment. The application of assessment results is the guarantee of the assessment system. After the assessment results come out, it is necessary to give timely feedback and be linked with the vital interests of the cadres so as to effectively play the role of assessment.
