战略性新兴产业阶段性演进特征及其政策动态调整:一个文献述评

Research on Periodic Evolution Characteristics and Policy Dynamic Adjustment Mechanism of Strategic Emerging Industry: A Literature Review

战略性新兴产业的发展为后发国家实现经济赶超提供重要的机会窗口,但其外部性和技术、市场、组织的多重不确定性弱化了其战略性功能的发挥,需要产业政策的培育。新兴产业发展呈现典型的阶段性演进特征,在绩效评估基础上的产业政策需要随着新兴产业动态演进过程进行适应性调整。围绕战略性新兴产业的研究国内外均已取得一定成果,定性宏观政策取向方面的论述已比较充分,未来提高战略性新兴产业发展的阶段性分界线的可操作性、准确区分战略性新兴产业所处的生命周期,以确定产业政策窗口开启和关闭的触发机制更值得研究关注。

The development of strategic emerging industries provides an important ＂window of opportunity＇, for the establishment of industrial leaders and the late-developing countries to realize economic catch-up. However, the characteristics of externality, the multiple uncertainty of technology, market and organizational weaken the strategic function of strategic emerging industries, and the development of strategic emerging industries needs cultivation of industrial policy. The typical periodic evolution is the characteristics of strategic emerging industries and the industries policy of basing on performance evaluation that needs adaptive adjustment with the emerging industries dynamic evolution process. The research of strategic emerging industries has obtained some achievement at home and abroad, and the research of qualitative and macroscopic policy orientation has been fully discussed. It is more worthy of our attention that the maneuverability of periodical boundary of future development of strategic emerging industries, and the accurate discrimination of life cycle of strategic emerging industries, in order to determine the trigger mechanism opening and closing the window of industrial policy.
