摘要
现阶段大连中心城区停车位缺口较大,老城区停车供需矛盾集中。借鉴国内外城市经验,提出停车分区分类差别化供给思路,明确保障基本车位供给,调控出行车位供给;提出不拘于停车场建设形式,突出实际使用功能,积极补建、插建公共停车场弥补建筑物配建停车位不足;提出动态调整建筑物配建停车指标,实施"退路入库(位)",清理不规范停车位,严控路内停车位,协调动静态交通。
Dalian central area has suffered from unbalance between parking supply and demand.In view of the foreign experience,this paper puts forward a method of parking space supply which is differential development of zoning and classification,making sure basic parking space supply and controls travel parking space supply,paying attention to functions of parking space but not structure style of its,building a number of public parking lots for buildings which have lacks of parking space,and adjusting dynamically to parking space construction standards for buildings.This method implements the policy called "move cars into parking lots from on street",which cleans up illegal parking space,controls strictly on-street parking space,and coordinates the development of travelling and parking.
