总体国家安全视域下藏区的反分裂斗争——以藏区寺庙为研究对象

反分裂斗争事关我国国家安全、事关社会大局稳定、事关人民群众切身利益。自十四世达赖喇嘛为首的"藏独"集团叛逃至今,境外敌对势力利用宗教问题对我国进行政治渗透,公开支持以达赖为首的分裂集团实施分裂中国的活动。境内分裂分子利用宗教和民族矛盾,积极煽动编造谎言、制造恐慌,蛊惑不明真相的少数民族群众与境外敌对势力勾结并蓄意制造动乱,扰乱民族地区社会稳定。党政部门、公安机关做好寺庙阵地管控是打击利用宗教从事颠覆、破坏活动的基础工作,能够抵制境外分裂势力实施渗透。对寺庙宗教进行依法管理是保障藏区民众宗教信仰自由权利的有效手段也是维护民族团结的重要举措。

importance to the Fighting against stability of the separatism is a matter of the national security in China and a matter of the utmost general social situation and the vital interests of the whole Chinese people. Since the defection of the fourteenth Dalai Lama~ Tibet independence＂ group, hostile foreign forces use political is- sues to infiltrate China and openly support the separatist groups led by the Dalai Lama in carrying out activities ai- ming at splitting China. The separatists in the territory use religious and ethnic conflicts to actively incite fabrica- tions of lies, create panic and confuse the undead truth with the hostile forces outside China to deliberately create turmoil and disrupt the social stability in ethnic areas. The efforts of the party and government departments and the public security organs in controlling temple sion and sabotage by religion and can resist pos the itions are the basic work of cracking down activities that use subver- infiltration by overseas secessionist forces. The management of tern- ple religions in accordance with the law is an effective measure to guarantee the freedom and religious freedom of Tibetan people and an important measure to safeguard national unity.
