中英两国出入境管理体制对比研究

A Comparative Study on the Entry-exit Administration System between China and England

出入境管理体制是一个国家出入境管理机构设置、隶属关系和权利划分等方面的具体体系和组织制度的总称,又称移民管理体制。英国出入境事务的主管部门只有一个,即英国内政部,其下属的四个单位分别行使出入境管理的各项职能。我国出入境事务的主管部门主要有两个,即外交部和公安部,外交部主要负责外国人的签证管理工作,公安部则负责出入境边防检查及外国人的停留居留管理。通过系统对比研究中英两国的出入境管理体制,可以为我国出入境管理体制的改革和完善提供借鉴。

The entry and exit administration authority in English is called Ministry of Interior and the four departments within it execute the different functions of entry and exit administration. There are two authorities re- sponsible for the different functions of entry and exit administration in China, namely, Ministry of Foreign Affairs and Ministry of Public Security. This paper gives a systematic comparison as to the entry - exit administration sys- tem between China and England and exit administration system aiming at providing references for the innovation and improvement of China~ entry
