水利扶贫之困与战略思考

Predicament and strategic thinking of water-related poverty reduction

水利扶贫担负着改善中国贫困地区水利基础设施的重担,是党与国家对所有贫困家庭实现脱贫的郑重承诺,关系到2020年底能否实现我党十六大提出的宏伟目标。为深入落实中央、省委以及市政府对水利扶贫工作的要求,本文在实际调查与研究的基础上,对达州市精准扶贫工作中遇到的脱贫标准、扶贫成效等问题进行分析,提出了解决相关问题的战略思路,从而为水利工程建设与精准扶贫的实践积累宝贵经验。

Water-related poverty reduction shouldering the responsibility to improve the water conservancy infrastructure in poor areas is the Party and state＇s solemn promise to all poor families,which implications for the goal of building a moderately prosperous society is achieved in 2020.In order to implement the requirements of the Central and Provincial Party Committee on water-related poverty reduction,we have carried out a series of research.Based on the practical investigation and the analyzing of the anti-poverty standard and achievements in poverty reduction in the process of water-related precision poverty reduction of Dazhou,we put forward the relative countermeasures while doing the exploration in water-related poverty reduction for accumulating more experience.
