合并或合署:绩效驱动的新时代深化机构改革探析

Merging or Combining: Study on the Deepening of Performance-driven Institutional Reform in the New Era

在省市县对职能相近的党政机关探索合并设立或合署办公,是新时代推进党和国家机构改革的着力点,意在适应国家治理体系与治理能力现代化的要求。合并或合署的机构改革是为了实现机构与职能的匹配以提升政府绩效。在当前中国语境下,改革更是为了更好地贯彻实施执政党制定的路线与方针政策,突出政府职能的公共价值属性,以回应社会主要矛盾的转化。在厘清机构改革逻辑的基础上,将社会主要矛盾变化作为改革的内生变量,以公共价值为基础,本文提出了以绩效治理驱动党政机关合并或合署的改革构想。

Emerging or combining the Party and government organizations with similar functions in every province, city and county is a focus to boost the reform of the Party and state institutions in the New Era to adapt to the modernization of the state governance system and capacity. It targets at matching institutions with their specific functions to enhance government performance. In Chinese context, this reform aims to implement the ruling party’s routes, guidelines and policies, highlight the public values of government functions, and respond to the shift of principal social contradictions. By clarifying the logic of institutional reform, taking the principal social contradiction as the internal variable of the reform and the public value as the foundation, this paper proposes that the reform of emerging or combining the Party and government institutions can be driven by performance governance.
