Institutional Reform: The Road to Comprehensively Improve Governance Effectiveness

当前要落实《中共中央关于深化党和国家机构改革的决定》,必须要厘清政府的行政职能,主要包括经济调节职能、市场监管职能、社会管理职能、公共服务职能、生态环境保护职能;要合理配置政府职能,全面推进大部门体制改革,做到合理配置宏观管理部门职能、深入推进简政放权、完善市场监管和执法体制、改革自然资源和生态环境管理体制、完善公共服务管理体制、强化事中事后监管、提高行政效率;要统筹优化地方机构设置和职能配置,提升政府治理效能。

In order to implement the ＂Decision of the CPC Central Committee on Deepening the Reform of the Party and State Institutions＂, it is necessary to clarify the administrative functions of the government, mainly including the functions of economic regulation, market supervision, social management, public service, and ecological protection; it is also necessary to rationally defme government functions; comprehensively promote the reform of the major departments; scientifically allocate the functions of the macro-control departments; further advance the decentralization of government power; improve the market supervision and law enforcement system; reform the natural resources and ecological environment management system; improve the public service management system; strengthen post-event supervision; and raise administrative efficiency. The Central Government should also make overall plans to optimize the arrangement and function allocation of local institutions and departments, and improve the effectiveness of governance.
