标准验证检验检测基本概念及运行机制研究

标准验证覆盖标准的生命周期,是标准制修订和实施过程中一项非常重要的工作。本文在分析国内外标准验证工作的基础上,探讨了标准验证检验检测的定义、内容、时机、类型、流程,提出了标准验证检验检测的统一管理、支撑标准化工作改革重点工作、加速科技成果转化、加强服务能力建设等运行机制建议。

Standard verification ＆ validation （SV＆V） covers its life cycle, and it is a vital task in standard＇ s development, revision and implementation processes. On the bases of analyzing SV＆V work foundation both in China and overseas, this paper discusses SV＆V＇ s definition, content, timing, classification and procedure, and proposes several operating mechanism suggestions, which consist of unified management, supporting key works of standardization reform, accelerating transformation of scientific and technological achievement, strengthening construction of service capacities
