摘要 深化国有企业三项制度改革,推动人力资源管理体制和机制的创新,不断优化组织结构和业务流程,盘活存量人力资源,获取人工成本和人才优势,是提高企业核心竞争力的根本要求,也是企业主动适应经济发展新常态的必然要求。因此,深化三项制度改革是企业当前十分紧迫的战略任务,对进一步推动企业改革和发展具有重要意义。本文主要通过对三钢集团公司在钢铁企业面临生死存亡的情况下,如何推行人事制度、劳动制度和分配制度改革的主要做法进行深入研究和分析,系统地总结三钢集团公司深化三项制度改革的创新点和实践成果,对当前国有企业深化三项制度改革具有一定理论指导和实践借鉴意义。 Deepening the three system reform of state-owned enterprises,promoting the innovation of system and mechanism of human resource management,continuously optimizing the organization structure and business process,making efcient use of the stock of human resources,and obtaining labor costs and talent advantage,are the fundamental requirement for improving the core competitiveness of enterprises,and the necessary demand for enterprises to actively adapt to the new normal of economic development.Therefore,deepening three system reform is a very urgent strategic task which should be of signifcance for enterprises to further promote their reform and development.In this paper,in the context of the present crisis in the iron and steel enterprises,how to pushing forward the reform of the personnel system,labor system and the distribution system in Sanming Iron & Steel Group Company was analyzed,and the innovative points and practice achievement of three system reform in this group company was also summarized,which could be of theoretical and practical signifcance for the state-owned enterprises to deepen three system reform.
